I think it means people who say the same thing over and over again.It originates from the video game The Elder Scrolls when all the guards say the same line's.
Knee-arrow (nee-ar-oh) noun
The affliction of taking an arrow in the knee, especially prevalent amongst the adventurer community in The Elder Scrolls , Sufferers of this condition usually benefit from Skyrim's generous disability program retraining them as town guards.
Guard: "I used to be an adventurer like you, but then I took an arrow in the knee"

Dovahkin: "Sounds like you've got a nasty case of Knee-arrow there mate."

Based on one of the default conversations of guards in the game TES V: Skyrim.

If you talk to the guards they say "I was an adventurer like you, then I took an arrow in the knee". And it really gets annoying after playing the game for some time. So people started coming up with catch phrases like "I used to be , but then I took an arrow in the knee."

"I used to be a douche like you, then I took an arrow in the knee."

A lot of people claim that it is an old Nordic saying which suggests marriage.

"I used to be an adventurer like you, then I took an arrow to the knee (proposed/was married)"

This hasn't been confirmed to my knowledge.
