A story in which history is changed by time travelers (Harry Turtledove's "Guns of the South") or other invaders (his "Colonization" series) is "just" science fiction. I call a story "Alternate History" when no science-fiction elements cause the history to be different from our own.

In the present instance, Kaiser Wilhelm decides that Germany's importance demands that it have an empire suited to its stature. To gain such an empire, he demands that the United States turn over the territories it just won from Spain: The Phillippines, Guam, Puerto Rico. When the U. S. refuses, Germany invades.
