This torrent (or it's clones on other sites)says it's an IM MP4, whatever the hell that is.(Internet Movie,maybe?

Anyway, it has been converted too many times along the way. The picture is good, but the smoothness of action might cause seizures it's so bad. Other than that, try downloading a Hitchcock collection that has this title. You can't do any worse than trying to wrap your mind around this PAL to NTSC to whatever to the mess this file was posted in.
