Oliver is surprised when someone shoots and kills one of his targets. As his plan is to bring people to justice vs. outright killing them, Oliver doesn’t appreciate the help and searches for the gunman. He soon learns that the man, Deadshot, is taking out businessmen who are scheduled to bid at an auction on an energy company and Walter is one of the bidders. Realizing he can’t protect his family and stop Deadshot at the same time, Oliver enlists Detective Lance’s help, but his plan has dire consequences. Meanwhile, Laurel and Tommy get caught in an awkward situation with Oliver.

Oliver is verrast wanneer iemand een van zijn doelen doodschiet. Als zijn plan is om mensen te berechten vs ze regelrecht te doden, accepteerd Oliver geen hulp in het zoeken naar de schutter . Hij leert al snel dat de man, Deadshot, ondernemers, die plannen hebben om op een veiling bieden op een energiebedrijf onder de loep te nemen en Walter is een van de bieders . Hij kan zich niet tegelijkertijd zijn familie beschermen en Deadshot op hetzelfde moment een halt toe te roepen, Oliver werft Detective Lance hulp, maar zijn plan heeft verregaande consequenties . Ondertussen zitten Laurel en Tommy in dubio omtrent de lastige situatie met Oliver.
