Mike Lowrey en Marcus Burnett van de politie van Miami krijgen een cruciale tip binnen over een belangrijke levering XTC-pillen vanuit Amsterdam.
Het spoor leidt naar de Cubaanse nachtclubeigenaar Johnny Tapia. Die wordt al een tijdje verdacht van drugssmokkel, maar tot op heden is de politie er nog niet in geslaagd de vermoedens hard te maken.
Naarmate het onderzoek van Mike en Marcus vordert, komen ze terecht in een grootschalige drugsoorlog tussen rivaliserende bendes uit de onderwereld.
De twee agenten moeten bijzonder voorzichtig te werk gaan omdat Syd, de zus van Marcus, een undercoveroperatie voor de nationale drugsbrigade uitvoert om het imperium van Tapia ten val te brengen.
Voorzichtigheid is echter niet de sterkste kant van Mike en Marcus.

Mike Lowrey and Marcus Burnett of the Miami police get a crucial tip in a significant supply ecstasy pills from Amsterdam.
The trail leads to the Cuban nightclub owner Johnny Tapia. That is quite a while suspected of drug smuggling, but to date the police have failed to substantiate the suspicion.
As the study of Mike and Marcus progresses, they end in a major war between rival drug gangs from the underworld.
The two agents have very cautious because Syd, the sister of Mark, an undercover operation on national drug brigade to perform the empire to overthrow Tapia.
Caution is not the strongest side of Mike and Marcus.
