Gotham City wordt geteisterd door een bizarre serie misdaden gepleegd door een groep mysterieuze robotische dieren, de Animilitia, bestaande uit Silverback, Cheetah, Killer Croc and Man-Bat. Batman wordt ingeschakeld om de zaak te onderzoeken. Het spoor leidt naar de machtige zakenman Oswald Cobblepot, alias de Penguin. Om de Animilitia te verslaan krijgt Batman hulp van Green Arrow, de Flash, Nightwing en Red Robin.
