I have found the solution to work this DLC PACK containing 5 DLC:
Comstock Bird's Eye - a sniper rifle\n

the solution is to add two extra lines to the INI file BROOM CHINA DLC\n

SCENECLOUD :MANY USERS ARE GETTING THIS PROBLEM BECAUSE OF CRACK VERSION.
FOLLOW THIS STEPS :\n
1. Upgrade pack is the cause of dlc's not functioning correctly. Delete it from the DLC folder\n
2. any bioshockinfinite.exe from cracks can be used\n
3. use the steam_api.dll used in this dlc pack\n
NOTE : when you have installed the dlc correctly, the game will prompt \n
you at once that the dlc's are available AFTER loading your game. The \n
dialogues will say if you carry the items or if you have to return to a \n
certain place.

To make DLC work with FLT release (the one I downloaded) I did a few things...
1. Searched "bioshock dlc" on kickasstorrents and downloaded the one called "BioShock Infinite DLC Pack P2P" (and was only 5.16 MB). \n
2. Extracted the 7zip file and replaced the files in my BioShock Infinite directory (there's also a .zip file in the DLC torrent I downloaded but I think it's the exact same files, just in a different compression format... so ignore it).\n
3. Start up game- it will ask about brightness, whatever, whatever, start a new game (because saves are gone). Then exit.\n
4. Found my saves (FLT version) here -> C:Users-yourusername-AppData-Local-FLT-Steam-8870-remote and copied them to the new save folder C:ProgramData-RELOADED-RELOADED-8870-storage (which was created when I started a new game a few moments ago).\n
5. Start up BioShock- settings and saves are back to normal but "DLC" is still greyed out. That's normal. Continue you're game. Right when your game loads you should get a bunch of prompts (if you're far enough into the game I think) that tells you what DLC you now have.

I included the info about me installing the FLT version and downloading a different, 5mb DLC because it might be helpful/relevant. I was searching all of the comments on all of the various DLC torrents for Bioshock Infinite so I figured I'd post the story of my success in a comments section where it would be helpful.

Regarding your saves- if you copied the DLC files and new crack files and started BioShock (saves now gone)- started a new game- saved- then quit, and your saves aren't showing up in the reloaded folder then you just need to figure out where exactly it IS saving them and put your FLT files there. There are various programs to monitor directory changes (such as Directory Monitor Portable). You just set them up and go into the game- save- and the look at where files were modified. As for the DLC being grayed out until a certain point... that was just something I guessed at. It always stays grayed out for me but I have the gold weapons and other DLC items.
