FOUND A SOLUTION FOR THOSE THAT CAN'T START THE GAME!!!
I have Windows 8.1 and i thought the game was not compatible. But the problem is that the shorcuts takes you to the WRONG file. \n
Start the game with:\n
Borderlands 2BinariesWin32Borderlands2.exe\n
Thumbs up if this worked for you, so it gets to the top

I had the same problem instead of running the launcher from the created shortcut make a shortcut to blands2.exe
