i did have same problem. in the installation folder, install this;

1)dxsetup.exe in the folder
C:GamesCities Skylines After Dark_CommonRedistDirectXJun2010

2)vcredist_x86 & vcredist_x64 in folder
C:GamesCities Skylines After Dark_CommonRedistvcredist2010

now i can play without problem
