Because it saves you time to download. Are you really going to complain that a few seconds of your time were spent unpacking a .rar when the uploader probably saved you minutes?

Actually it doesn't save time to download so @tonyjah is quite correct in his comment as RAR is a clunky, dated and unnecessary compression routine.
If you compare file sizes before and after decompressing you will see that the difference is 2.99% which makes it not worth it to compress. The resulting MKV file is actually +smaller+ than the RAR file. MKV file formats are already fully compressed.
