Luc Besson, who co-produced and co-wrote District 13, is the screenwriter and producer.[3]     Plot: ----- Three years after the events of the original film,  the authorities are attempting to return law and order to ravaged District 13. The death of gang overlord Taha Bemamud has left a power vacuum,  and total control of the area is now being fought over by five rival  territorial gang lords who want to step into Taha's position.  After taking out a major drug dealer, Damien is framed for drug dealing and arrested.  He manages to make a call to Leito. Meanwhile, corrupt government agents are bent on destroying  District 13 with a tactical precision nuclear strike. To start the conflict, they shoot several cops,  and dump their car in District 13.  When the agents make it look like the cops are shooting at some gang members,  the gang members gun down the cop car.  The footage of the gang gunning down the car convinces the President to carry out the nuclear strike.  It is unrevealed that the cops were actually dead before that.  However, some teens videotaped the agents killing the cops.  When the agents try to take the memory card from one of the teens, he gives it to Leito.  Leito escapes the cops in District 13, and goes after Damien.  Soon Laito frees Damien, and they discuss further plans in the ventilation system.  Then, Damien distracts the police by fighting many officers in the building,  while Leito goes to the top floor and steals an agent's hard drive.  Meanwhile, the President starts evacuation of District 13's peaceful citizens.  Leito and Damien use the information they have to convince the major gangs of District 13 to join forces.  They decide to fight their way to the President, and show him the information they've gathered.  Meanwhile, the President is hesitant to push the button to start the attack.  The gangs work together and get to the President.  The President realizes that the agents have been tricking him,  but then one of the agents gets out a gun and holds the president hostage,  and tries to force him to push the button.
