the help decompiler 21 folder contains files which will decompile .hlp files
the decompiled .hlp files can make for a more complete .chm compilation
compared to simply re-compiling a single .hlp file
note: if help+manual will not import from decompilation folder,
move working folder to fewer path subdirectories

the HCWSETUP.EXE and htmlhelp.exe files are microsoft programs
