EU4 All Equal Technology - Honey Badger

Do you want to play as a nation outside of the Europe and don't want the huge
technology deficit?

This simple mod just make all the countries like if they were starting in the
western tech group.
-All non-western nations also have a national decision to change their units to western type units whenever they want.

Note: At the beginning of the game, when you are choosing a country the
tech groups will appear as normal, don't worry, in game the mod will work
correctly.
