Always. but not all mods are updated to support the latest version especially those that alter a lot of things. You might want to wait for authors to update if you want to play those mods.

Is it only the Survival difficulty which can't play mods? What if I just want to play normal difficulty, can I still use mods then?

dude... u can use mods in any mode as a far as I know... im playing in survival mode modded to the teeth! but is old version... maybe this version is different but doubt it
