The game is set among the locations of the fictional floating in the sky of the world called Cocoon, whose government, Sanctum, sends down its citizens suspected of links to the Pulse, big scary world below. Female soldier codenamed Lightning throws authorities challenge and fight with them to save his sister, chosen by the gods Pulse and became an enemy of Cocoon.
