In lower end pc meeting just the minimum requirement of the game..
it will not work properly or have an infinite load...
if it happens..then close the game and do just a simple hack written by me..

1. create a shotcut of the game exe[launch gta iv eflc] in desktop
right click it
properties
type the following in the target area by adding space
don't modify anything

-norestriction -availablevidmem 512 -percentvidmem100%

or
2. create a commandline.txt file in the game directory and write in it any one of the following...

-availablevidmem 2.0

-availablevidmem 3.0

-availablevidmem 4.0

-availablevidmem 5.0

-availablevidmem 6.0

No.1 mostly works...
