You can use the newly released "Gateway 3DS" flashcard to
play these 3DS Roms on a real 3DS console but your 3DS needs
to have a firmware version that is between 4.1.0 and 4.5.0.

Search for "Gateway 3DS" in your favorite search engine for
more info, you should find a few forum topics about it.

Currently there is no 3DS emulator available, and I
suspect there probably won't be one for a very long time.
