Description(U) Defense intelligence comprises avital com ponen t of the U.S. intelligence enterprise, responding to the unique policy, operational, and acqu isition requirements of the DOD as well as national intelligence missions assigned to the D epartm ent. The MlP sustains all programs, projects or activities that su pport theSecretary of Defense intelligen ce, cou nterintelligen ce, and related intelligence responsibilities and p rovides capabilities to meet the warfighters' operational and tactical requirements whenever and wherever needed. In the last several years, we have embarked on afundamental change to th econcept of defense intelligence - on e th at balances the uniqu e role of support to the warfigh ter with th e recognition that today's security envircnmen t crosses traditional organizational domains. Thed eep integrationof defen se intelligence into the larger Intelligence Community, theevolution of ourcollab oration with h omeland defense counterparts, and the fostering of commilled international partnerships are all ou tcom es of this fundam ental ch an ge. The Intelligen ce Community u nderstands that further transfonna tion of th e larger national security infrastructureis necessary to b uild effectively for the futu re. (U//FOUO) Last year, I issu ed the first D efense Intelligence Strategy to the coalition of those involved in protecting the n ation 's secu rity. This strategy provides the direction andp riorities of d efense inte lligence as part of the larger universe of military and intelligen ce communities. This Strategy defines our four strategic goals: I) (U) Exten dthe full advantage of tl1e U.S.intelligen ce enterpriseto all defense u sers to ensure tim elyand accurate decisions, as well as ensure defense in telligence is availabletothe broaderen terprise. V OLUME I 2) (U) Enhance all services andcapabilities prov id ed by theU.S. intelligen ce en terprise to satisfythe changing needs ofdefense intelligence users. 3)(U) Explore new co cept~ . technologies, and strategies toaddress custom er requiremen tsand emergingthreats. 4) (U) E n able us to counter and deny adv ersary capabilities to acquire and exploitour technologies or knowledge of the battlespace. (U) As we progress intoFY2010,our focus is on accomplishing our intelligence missions by exten ding existing capabilities in con cert with innovative application. Where capabilities are en hanced or upgraded, there must be a corresponding improvement in mission accomplishmen t or reduction in risk. We recognize that irregular warfare is as strategicallyimportant as traditional warfare and both sharemany of the ap plications of capabilitiesand skills. We need to h ave thed efense intelligen ce capacity to identify and prevent (or defeat) irregular threats from state and non-state actors acro ss operational areas and environments- uncertainandcertain. (U) The FY2010 MIP budget requ est supports the four D efense Intelligen ce Strategy goals, emphasizes improv ed capabilities, enhances an alysis, and developsacadre of intelligence professional s.
