Harlan Regis werkt bij de afdeling Moordzaken in Washington. Moord en doodslag zijn dagelijkse kost voor hem.
Dan wordt hij gevraagd om een moordzaak in het Witte Huis te onderzoeken.
Hij wordt geconfronteerd met geheim agenten die boven de wet staan,
documenten die zomaar verdwijnen en ambtenaren die hem in de gaten houden.
Nina heeft de opdracht om de zaak geruisloos te laten verlopen.
Als ze er samen met Regis achterkomt dat er heel veel op het spel staat,
