I can confirm this is NFS: Undercover for the PSP. It's by known scene team GloBAL, so no crap.
However, the game itself is pretty generic/lame/boring. If you want the best NFS game, go for NFS: Underground Rivals. Better yet, go for Midnight Club 3: DUB Edition.
