FOR ENGLISH THANKS TO anonymous: First go into Program Files > Resident Evil 4 > Bin32. Inside the folder labled "Bin32" You should see ALI213, bio4, and steam_api.dll. Now open ALI213 with notepad and at the bottom you should see this " Language = french." Now edit it to say english (lower case) and save it to your desktop but make sure you don't save it as a text file, change that to All Files, then save. Now delete ALI213 in the Bin32 folder and replace it with the altered one on your desktop, start the game and it should be in english. The uploader should of done this but didn't.
