Don't Rate it as Bad, just because you can't figure around how to open it :)
NVA is PDF with the commands scrambled. However, the conversion back to the original PDF requires more knowledge of the PDF format than I'd thought. Apologies for the harshness of my previous statements.
I still believe that NVA is a crippled format. The viewer is only free on the desktop, and the company charges for the reader for mobile devices, which is very inconvenient.
