Dame Shirley Porter was the heiress to the Tesco supermarket fortune and a very wealthy woman. She was also the leader of Westminster City Council in London; the drama portrays her as being "forceful".

When her Conservative party almost lost control in 1986, she put in train a new initiative, in which Council owned houses were sold at a heavily discounted price to those thought likely to vote Conservative. The policy was successful and the Conservatives won the next election easily. However, the policy was investigated and found illegal, Dame Shirley eventually repaying £12 million to her former Council.

This is a gripping drama of corruption and bullying in high places.
