Fixed it by installing Service Pack 1 for Windows 7.
The Service Pack comes with a security fix that allows you to install the vc redist 2015 correctly. If you have the same problem where you get the "0x80240017 - Unspecified error" after installing the vc redist, this is your solution.
If you are on Windows 8.1 there is a similar security fix update (KB2999226). You need that in order to successfully install vc redist.
