Some reason pressing INS (insert), the console box is not dropping despite the command input is already done for us.

For Capped fps , here is the fix
1) Goto the shortcut file of the evil within, which is on the desktop
2) Right click and goto properties
3) In the Target location after the quotation mark , put a space and copy this +com_allowconsole 1 and press ok
4) This enables the console
5) Open the game and press Insert on the keyboard
6) Type this R_swapinterval -1
7) done
