Former FBI agent Ryan Hardy is called out of retirement to track down Joe Caroll after he escapes from prison. Hardy works closely with an FBI team. The investigation also leads Hardy back to Claire, Carroll's ex-wife and the mother of the criminal's young son, Joey. Hardy soon discovers that Carroll has an ever-growing cult of followers.

Voormalig FBI-agent Ryan Hardy, die met pensioen was gegaan, wordt terug geropen om Joe Caroll op te szporen, nadat deze uit de gevangenis is ontsnapt. Hardy werkt nauw samen met de FBI. Het onderzoek leidt ook Hardy terug naar Claire, Carroll's ex-vrouw en de moeder van de misdadige jongste zoon, Joey. Hardy ontdekt al snel dat Carroll een steeds groter wordende verering van volgelingen heeft.
