Is your version has local_en.pack & local_en_shared_rome2.pack in Data folder? If yes, just:

Remove all local_*.pack (like local_ru.pack, but leave local_en.pack) in Data folder, then change two letters to EN in Datalanguage.txt file.

well talking to anonymous its hard but i try.before i have the same problem as u, the botton play is dark, so to resolv this problem i add in steam the non steam game so the steam create shortcut to launch game. so problem resolved try add in steam a non steam game there is a option to do that and u have ur problem fixed
