Found a fix that works! Find the "Unlock DLC Cars Fix 2" rar file. Open rar file and copy the save games file in the C:Users/Papi/Documents/Criterion Games/Need For Speed(TM) Most Wanted/Save/ overwrite the save file and replace with the rar file.

Now install you can install the "Need.for.Speed.Most.Wanted.v1.3.incl.Ultimate.Speed.Pack.DLC-SKIDROW" Every car unlocked DLC working perfect. Worked for me guys

Works but its a completed save

Yes is works because it is a 99% save game file is all. For those of us that like some action and to be able to actually get all the cars our self's we are still stuck buying the game which at the current prices is not bad. I'm not knocking the up-loader or the file just saying for me its no fun just driving around or racing races that have already been played.
