To install .net framework on windows 8 8.1 and 10 insert windows installation diskiso then run CMD as admin and run this script but you have to replace the x with the drive letter:
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:x:sourcessxs
