Some of this can, and is being fixed by modders. Most of it will take at least 6-12 months to accomplish however. So it is good people are grabbing a torrent and not paying for this PoS at full price. At best it is worth $30 when, and if Firaxis ever fixes the vast amount of optimization issues and memory leaks.
Most of those issue DO exist in the regular version. If none of these issues existed in the retail version then how would hundreds of Steam users have reported them in their retial copy?
Lastly, the Dev menu can be obtained on any Steam downloaded version with the right tweaks. The current crack just exposes this by default, forcing us to use a command line switch to shut it back off. So there is no Dev version, as they are all Dev verions technically, by Firaxis's design.
