Jack Cates is an alcoholic, chain-smoking San Francisco cop. Jack goes to San Quentin prison and visits Ganz and Billy's former partner Reggie Hammond, and decides to parole him for 48 hours so he can help him find the villains. Jack and Reggie are not getting along with each other, the tension between them gets so high that they beat each other up in a garbage filled alley on their first night together. Eventually the danger facing them proves a strong enough common bond for them to play on the same team, and even achieve a little mutual admiration.
