The series chronicles a future history of the Galactic Federation, and the involvement in that history by a psionic "ESPer" who seems to be immortal. In 1989 (five years after the release of the Locke the Superman theatrical movie), Nippon Animation released this OVA, written by Takeshi Hirota (based on one of Yuki Hijiri's manga). The story concerns Lord Leon, an ESPer space pirate who is determined to take revenge on Great Jorg, a rich and powerful man who greatly wronged him 18 years ago.
