Long Answer:
GOG (Good Old Games) is a well known publisher and distribution service for videogames. It's been around for a long time but until a few years ago they only released classic videogames. A couple of days ago they also decided to distribute games that are still in development (Starbound being among them).
What sets them apart is that they provide games DRM-free with easy installers (and patches), sometimes bundled together with some extras from the games themselves such as: concept art, wallpapers, soundtrack.
In the case of Starbound, you get an exe launcher for the game that provides you with the latest news on the development of Starbound, links to the official wiki, modding community and a few other cool things. Think of this launcher like Blizzard's Battle.net application which does very much the same thing.
